Medical conditions : Fluharty is a paraplegic, paralyzed below the waist, and uses a wheelchair for mobility. He may be in need of medication.
Distinguishing characteristics, birthmarks, tattoos : Caucasian male. Brown hair, brown eyes. Fluharty has a small handmade tattoo on his left arm. His right leg has been amputated below the knee, and he has rods implanted in his back from a prior car accident. His nickname is Chuck.





Information on the case from local sources, may or may not be correct : Fluharty was last seen getting into his car outside his apartment at Riverview Towers in East Liverpool, Ohio on October 19, 2014. His vehicle is a black Chevrolet Z-26 Beretta with the Ohio license plate number 755XEL and a Riverview Towers parking sticker on the right side of the rear bumper. Fluharty has never been heard from again. Few details are available in his case.

A missing person is a person who has disappeared and whose status as alive or dead cannot be confirmed as their location and condition are not known.
